Many equipment are almost identical, but not every signal exists for every equipment. Without this rule, SCADA generates unnecessary tags for empty addresses. These dummy/internal tags still get compiled and loaded at runtime, which increases tag count.
If address exists → generate the tag
If address is empty → do not generate the tag
